German Style Potato Salad

Ingredients
- 4 1/2 Lb or 2 kg new potatoes
- 1/4 cup olive oil
- 1/4 cup cider vinegar
- 2 Tsp white sugar
- 1 Heaping tsp Dijon or your favourite good mustard
- 1/2 Tsp freshly ground pepper
- 1/2 Tsp salt
- 1 - 2 Quarts fresh peas in the pod (1 quart of peas in the shell should give you about 1/2 cup peas)
- chopped chives
- 1/2 cup buttermilk
- 1/2 cup sour cream
- 1 Tsp dried dill
- 1 Tbsp horseradish
